An Italian tomato sauce magnate has urged Brussels to guard farmers from the “unfair” competitors posed by low-cost paste made in China’s Xinjiang area and restore the “dignity” of Italy’s staple pink fruit.

Francesco Mutti, chief government of the eponymous maker of substances together with passata, pulp and canned tomatoes, stated an EU ban or excessive import tariffs on the Chinese language merchandise had been wanted to safeguard Italian farmers. In 2021, the US banned tomato paste imports from Xinjiang citing pressured labour issues, however Brussels has not adopted go well with.

“We should stop the import of tomato paste from China or add a 60 per cent tax on it so that its cost will not be so different from Italian [products],” Mutti informed the Monetary Occasions on the headquarters of his 125-year-old household enterprise, which had revenues of €665mn final yr.

He warned that Italy’s tomato business risked being undercut by tomato paste made by Chinese language state enterprises in Xinjiang, the place the UN human rights commissioner has documented widespread rights abuses towards the native Muslim Uyghur minority — together with pressured labour. Beijing has denied the allegations.

The fourth technology to run the enterprise on the outskirts of Parma, Mutti criticised Brussels for forcing farmers to stick to strict sustainability guidelines with out shielding them from “environmental dumping” from China.

“We have to teach our farmers how to do better cultivation but we also have to protect them from unfair competition,” stated Mutti, whose firm solely makes use of Italian tomatoes. “Otherwise the end result will not be to ameliorate the environment but to move our production abroad, where the environment is not protected.”

China is estimated to account for practically 23 per cent of this yr’s international tomato manufacturing — up from about 18 per cent in 2023, based on the World Processing Tomato Council.

Low cost imports are a delicate subject in Italy, the third-largest tomato producer on this planet after the US and China. Chinese language tomato paste prices half as a lot as Italian merchandise.

In a show of ire final spring, Coldiretti, Italy’s influential farmers’ affiliation, despatched a flotilla of small boats to protest over the unloading of tons of Chinese language tomato focus within the port of Salerno.

“The competition today is not fair because more than 90 per cent of Chinese tomatoes are produced in the Xinjiang region and labour costs there are very, very low,” stated Luigi Pio Scordamaglio, Coldiretti’s director of worldwide affairs.

“This is unacceptable from the ethical point of view, but also in terms of competition.”

China’s international ministry reiterated that pressured labour claims in Xinjiang are “a lie” utilized by some nations, together with the US, to undermine China and suppress the event of Chinese language industries.

“It is hoped that relevant European individuals and institutions will recognise the malicious schemes behind the so-called ‘forced labour’ lie, refrain from tarnishing China’s image and not use this as a pretext to implement trade protectionist measures,” the ministry stated.

Xinjiang’s huge, export-oriented tomato business grew as a part of Beijing’s financial growth technique for the restive western area. The sector’s main gamers embrace ChalkIS, a company affiliate of the paramilitary Xinjiang Manufacturing and Development Corps Sixth Division, and COFCO Tomato, subsidiary of an unlimited state-owned agribusiness conglomerate, based on the College of Nottingham Rights Lab and the businesses’ web sites.

COFCO says its 12 processing vegetation have capability to supply 300,000 tons of bulk tomato paste every year.

About 13 per cent of China’s bulk tomato paste produced is dispatched to the EU, particularly Italy, the place it’s additional processed — both by dilution or mixing with native tomato merchandise — and repackaged, primarily for re-export, based on the Nottingham Rights Lab.

Italy’s strict meals labelling legal guidelines prohibit the advertising of diluted Chinese language tomato paste as passata, however incentives to cheat might be attractive, given the worth differential.

In a excessive profile 2021 meals fraud case, the Carabinieri police seized 4,477 tons of canned tomato focus from a outstanding Italian tomato processor that had falsely labelled its wares “100 per cent Italian tomatoes”, regardless of the addition of Chinese language tomato paste.

Coldiretti is urgent for Europe to undertake stricter meals labelling legal guidelines — to require figuring out the origin of main substances in processed meals — which it believes would enable customers to make knowledgeable decisions.

Mutti, too, helps such guidelines, wanted “particularly for a product in which tomato is the most important element”, he stated.

“The objective is to give tomatoes their dignity,” Mutti insisted, “to take a product that has often been considered a commodity and say, ‘no — tomatoes count!’”
