There may be new urgency for the hassle after President Trump paused navy provides and intelligence sharing with Ukraine this week.

Ukrainian President Volodymyr Zelenskyy, the one non-EU chief invited to the assembly, arrived expressing gratitude for the steadfastness of European help amid Washington’s shift away from supporting the nation.

“During all these period — and last week — you stayed with us,” Zelenskyy stated. “We are very thankful that we are not alone and these are not just words, we feel it.”

Greeting Zelenskyy, European Fee President Ursula von der Leyen laid out the stakes in stark phrases, saying, “Europe faces a clear and present danger, and therefore Europe has to be able to protect itself, to defend itself, as we have to put Ukraine in a position to protect itself and to push for a lasting and just peace.”

European Commission President Ursula von der Leyen speaks during a media conference on a defense package in Brussels, Tuesday.

The centerpiece of the summit might be a package deal of proposals von der Leyen introduced Tuesday aimed toward elevating protection spending by 800 billion euros ($860 billion) throughout the bloc. The “ReArm Europe” plan gives incentives to governments, together with eradicating penalties for working up excessive debt ranges if the expenditures are for navy causes. One other new mechanism would provide loans backed up by the EU if international locations make joint purchases of large-scale tools and capabilities, akin to air and missile protection, drones and cyber preparedness, sectors the place Europe is presently extremely depending on the U.S.

Britain’s Prime Minister, Sir Keir Starmer (left) welcomes Ukrainian President, Volodymyr Zelensky to 10 Downing Street on March 1, 2025, in London. The Ukrainian President arrived in London on Saturday to meet with the British prime minister ahead of a summit of European leaders on Sunday.

Former Dutch Protection Minister Kajsa Ollongren tells NPR that European leaders have realized “this might be the moment where we are on our own and we have to make sure that we are secure and that Ukraine does not lose this war and that Russia doesn’t win this war of aggression.” She says it is time to declare a “war economy” in Europe, as troublesome as it might be to make these political selections on the budgets of its members. “These are difficult choices. And you have to explain them to people,” she stated. “But it has to be done.”

As she arrived on the summit, European Parliament President Roberta Metsola recommended that lawmakers at the least are prepared for these selections. “It is about damn time,” Metsola stated. “This is something that we have been asking for a long time, that the European Union, that Europe is capable of standing up on its own two feet.”

EU leaders are hoping to have the ability to transfer ahead on the ReArm package deal proposals at this summit, though Hungarian Prime Minister Viktor Orban and Slovakian Prime Minister Robert Fico have expressed conventional opposition to serving to Ukraine. It stays to be seen whether or not the truth that many of the measures assist home protection first could sway their opinions.
