Referees’ chief Howard Webb has denied that his former workers member misplaced her place as a world soccer referee as a result of she complained a coach “manhandled” her.
Lisa Benn, 34, alleges she was grabbed and threatened by an assistant referee coach and unfairly misplaced her place on FIFA’s worldwide officers listing as a result of she lodged a grievance.
Months after the incident, Benn went from fifth to sixth in Skilled Sport Match Officers Restricted’s (PGMOL) nominations to the soccer governing physique.
PGMOL’s chief refereeing officer Webb, himself beforehand a high-profile Premier League referee, instructed an employment tribunal on Thursday that the Girls’s Tremendous League (WSL) official obtained a decrease rating as a result of she was outperformed by others.

“This is a competitive world in which we work and we need to rank officials against each other.
“We produce loads of different actually good officers on this nation and we’re within the tough activity to need to rank them towards one another.”
The “holistic” approach to rankings, Webb said, included officials’ physical attributes, ability to make contextual decisions, their in-game engagement, interpersonal skills on and off the pitch and knowledge of the game.
The claimant said she no longer worked at PGMOL, which is the only body to employee referees in England and now officiated matches on a self-employed basis.
Benn alleges that Steve Youngster, a former Premier League assistant referee, grabbed her arm and “forcefully pushed” her onto a pitch at a Video Assistant Referee coaching event on March 29 2023.
A brawl broke out on the finish of the sport and Youngster is accused of later telling her: “Your card has been marked.”
Youngster, then a PGMOL assistant referee coach for the ladies’s sport, has denied making the remark and stated any bodily contact was a “guiding arm if anything”.
A PGMOL investigation that 12 months discovered there was inadequate proof of the claims and Kid’s behaviour didn’t meet the brink for disciplinary motion.
Following the investigation, Youngster and Benn attended a coaching camp on August 19 2023 and the claimant alleges the coach intimidated her within the lodge reception.
Benn raised this with Webb’s spouse, Bibi Steinhaus-Webb, then PGMOL’s head of girls’s referees.
PGMOL’s FIFA nominations have been submitted the next month and Benn discovered she had not been chosen from the cohort that December, the tribunal heard.
Carla Fischer, for the claimant, put to Webb: “She made a second complaint that a male PGMOL coach made unwanted threatening remarks to a female referee in the women’s game and that is why she was ranked sixth isn’t it?”
Webb stated: “No, that is not correct.”
A gathering was held in October 2023 through which Benn mentioned her points with PGMOL’s investigation and flagged that officers feared elevating grievances due to attainable penalties.

Requested what he remembered of the dialogue, Webb stated: “I believe I can recall the point being raised by Lisa that there was this sense of fear, among officials, in terms of reporting concerns.”
He stated he was involved that officers felt that means and that the topic had been mentioned since at annual conferences.
“This all happened shortly after Dani and I came in to post; of course, we want to know what is on the minds of our officials and for them to speak to us openly and confidently,” he stated.
“We want our officials out on the field and performing.”
Describing the standing of the FIFA listing, Webb stated: “Referees, they treasure this badge, they really, really do.
“We had a view {that a} sixth place was actually, actually fairly seemingly. I feel the expansion of the ladies’s sport is fairly unbelievable and we expect it is essential to serve the demand.”
