Judges Tanenbaum and B.L. Thomas, together with Judges Clay Roberts, Lori Rowe, Thomas Winokur, M. Kemmerly Thomas, and Robert Lengthy, composed the bulk within the ruling. Chief Decide Timothy Osterhaus and Judges Winokur and Lengthy authored concurring opinions. Judges Joseph Lewis, Stephanie Ray, and Rachel Nordby had been recused from the case.
